I took out $12,500 from IRA I withheld some taxes, the company paid the state taxes to a state I had just moved from. How to I make sure that I do not overpay taxes?

Next year you will simply file that state's return to get back any excess withholdings taken.

A. No.  If the money was withheld in 2023, you will not be able to get it back until 2024, when you file a 2023 tax return for that state.
