I recied a 1099 for tax year 2015 in 2019 can I file it in 2019

My ex-wife received a 1099 Misc for tax year 2015 that was mailed Feb of 2019 can it be filed with her 2018 taxes or do we need to amend our 2015 return

You'll need to amend your 2015 return to include this 1099, unless you already accounted for and reported this income on your originally filed 2015 return.
