I received a Substitute 1099-G, do I claim this on my returns? Why did I even get one?

Usually, a 1099-G is issued for either unemployment or a state or local tax refund. You are asked in TurboTax if you have received any 1099-G's and are supposed to include them in the Wages and Income section of your program.
