I received a PA-40ES form this year. I do not need to make any estimated payment because my employer takes out PA income tax. Do I need to actually return this form?

My estimated tax is $0. The worksheet says if this is "less than $246, you are not required to make estimated payments," but I'm not sure if that means I have to return the form with $0 filled out, just so they know I'm not defaulting. Thank you!

No.  The Form PA-40ES can be discarded if you do not need or want to pay any estimated tax, do not return it with zero dollars.

The state will send out estimated vouchers based on balance due from previous years or if estimated payments were made in a prior year, as examples.  It is not necessary to respond if you do not need to pay estimated payments.
