What state are you in?  Some states do tax retirement income.  And .... retirement income is taxable on your federal return.   Enter the 1099R into the federal software.   Information flows from the federal return to the state software program.   The software will use your state's tax laws with the income you entered.

I am in Louisiana.  Yes, it is federal taxable, but not state taxable.  I've never had this problem before but it is my first year using the FREE version of Turbo Tax (I've used the Deluxe version in the past).  Not sure if this is something glitchy with the Free version.

Teacher's Retirement is excluded from income. You should have the option to exclude it as you go through the state. You will have to select other income exclusion and enter the description.

Though I'm not sure what they've done in recent years...

You "Used To" be able to have it deleted on a page right after you entered the 1099-R form in the FEDERAL section.....but, the sate distribution amount must be entered.....and that is NOT a zero.
