I paid Medicare premiums for part C, but my ssa-1099 shows part B premiums were deducted from my SSA benefits. Turbo tax says that's only for self-employed taxpayers.

 Where do those go on Turbo Tax?

The amount flows from your SSA-1099 to your Medical Expenses in TurboTax. 

You needn't enter the amount a second time.
