I only had social security and medi-cal income last year so it says I can't file on line. What do I do?

Why do I need to file a tax return if my income was so low?
Do I need to file a California tax return?

If Social Security income is the only income you earned in 2016, it is not taxable or reportable on a federal or California return, and you need not file a tax return for either.
