I need to fill out a 1099-NEC. There was no opportunity within the turbotax process to do this even though, "we'll help you do this." How do we go from here?

At least in the desktop version when you start a new return the first window to appear asks if you want to prepare a 1099. 

Do you want to prepare a 1099NEC to give to someone you paid?  OR enter a 1099NEC you received?

A 1099NEC is for self employment income.  

You can enter Self Employment Income into Online Deluxe or Premier but if you have any expenses you will have to upgrade to the Self Employed version or use any of the Desktop CD/Download programs. All the Desktop programs have the same forms.  You just get more help and guidance in the higher versions.

Actually I would just enter your total income as Other self employment income or as Cash or General income.  You don't need to get a 1099NEC or 1099Misc or 1099K.  Even if you did you can enter all your income as Cash.  Only the total goes to schedule C.
