I'm being charged early withdrawal penalty on a 401K withdrawal that qualifies under the cares act. What box am I not clicking that would save myself the 10% penalty?

TurboTax has not yet implemented the reporting of coronavirus-related distributions.  You'll have to wait for an update that includes Form 8915-E, yet to be released by the IRS.
