I live in South Carolina and receive retirement income from Georgia. Do I need to file a return in both states?

If you did not live or work in Georgia during 2022 then no, you do not file a tax return for Georgia. The fact that the retirement check is mailed from GA is irrelevant.

No. Your retirement Income is usually taxable in the state you live in.
