I imported a 1099-R into turbotax and it filled box 14 with the amount in box 1. The actual 1099-R has box 14 empty. Should I remove the amount from box 14 in turbotax ?

Yes. When including a Form W-2 or any of the 1099 series forms, always try to enter information that conforms to the printed form in every respect. It makes the IRS matching process easier and prevents you from having to reply to IRS letters later in the year, explaining in detail that you really did include an income item that the Service cannot match to a Copy A filed by the Payer.
