I have a 1099-R with state tax withheld that is greater than the state distribution. I am getting an error indicating that I cannot e-file my state return like this.

Box 14 is blank on almost all 1099-R forms...

Quick fix.....Edit the 1099-R in the Federal section and if box 2a has a real value in it (not zero and not blank) enter the box 2a value into box 14.  then step thru the remaining pages to make sure all questions are answered properly.

If box 2a is empty, you probably need to put in the federally-taxable amount of box 1 into box 14.  if you know that it is all taxable, then box 1 will do

For my state (NC), when I go thru the 1099-R entries, I leave box 14 empty...but when I step thru the questions following the main page, the software back-fills the box 14 software form with the value of box 2a.   If you never went thru those followup questions, then that may be why box 14 is empty on your software 1099-R form .  The state distribution amount (box 14) is rarely-to-never actually a zero in the software.

Thanks. I wasn't sure if the reason it was blank was that it wasn't state taxable, and that if I put the value in there, it might increase my state tax liability. I'd mark your response as recommended, but I can't figure out how to do that!!!
