I have a 1099-R with a distribution amount & no tax withheld. Turbo Tax won't file with no tax withheld. Should I just delete the 1099-R?

Yes, delete the 1099R, and re-enter it manually.

 

TurboTax does not require withholding to be entered.  Leave the field blank.
