I have a 1099-R - return of excess contrib from a roth IRA. The code is J8. I am 61. I should not be paying a 10% penalty on the gain Do I request a corrected 1099-R?

No.  The 1099-R is correct.  The "J" is required to say that it is a Roth.

After the 1099-R summary screen keep going in the interview, then it will ask if there are any exceptions to the penalty.  Enter the 1099-R box 1 amount in the "Other" box for being over age 59 1/2.
