I have 2015 1099R with code PJ and $0 taxable amount box 2a. I did not have any earnings on excess RothIRA contribution in 2014. Do I still need to amend my 2014 tax?

I had excess contribution to RothIRA in 2014. I removed the excess contribution form the RothIRA account while filing taxes for 2014. I did not have any earnings on this excess contribution as money was not invested in anything. 

So now that I have received 1099R in 2015 for above transaction, do I have to amend 2014 tax return? Even though it will not add any additional income.

If your 2014 tax return already included an explanation statement for the return of contribution, there is no need to amend your 2014 tax return.  If no explanation was included, the only purpose to amending would be to provide that explanation.  Since the taxable amount is zero, you could instead just put an explanation statement in your personal tax records to use in case the IRS at any time in the future questions the return of contribution and respond with the explanation at that time.

I have the same issue this year. Did you have any issues not amending the tax return? What is an explanation statement? Did you include one and how? I think I will just ignore my 1099-R and not enter it.
