I had part of 2024 RMD sent from Vanguard directly to IRS. Where do I enter this dollar amount sent?

Is this considered a quarterly payment

That amount withheld for tax will be on your 1099-R so you will report it then. The withholding will be assumed to have been withheld on a quarterly basis.

It is not estimated tax.

It is withholding and it is shown on the 1099-R Vanguard will supply to you.

Federal tax withholding will be present in box 4 of the Form 1099-R that reports this distribution.  Enter it in box 4 of TurboTax's 1099-R form, nowhere else.  TurboTax will then automatically include this amount on line 25b of Form 1040 as a credit against your overall tax liability.
