I did not receive a 1099R for an IRA distibution. Where do I enter the market value of the investment I received in the turbo tax program?

Did you get a distribution or do a rollover?  You need to have the 1099R.  Ask the plan for another copy.  Usually you don't need to enter the market value for anything.
