I did a rollover on a traditional IRA to a Roth IRA. . Do I need to pay state income tax even if I made the contributions in another state w/o state income tax?

The conversion is reportable income on your tax return for your state of residence at the time that the distribution from the traditional IRA was made.  It doesn't matter what state you resided in when you made the traditional IRA contribution.
