I cash in my retirement check and i am waiting for my 1099r can i file my taxes without my 1099r and when i receive it add it on or do i have to do everything together

You can start entering the information that you have for your tax return now.  However,  you definitely do not want to finish and/or send your return in until after you receive your 1099-R.  

You can enter all the information you have right now, and then later, whenever you receive your form 1099-R, sign back in, and finish your taxes.
