I am unemployed but received a 1099-C amounting to $9,162.51. Do I have to file a Return?

Probably not.

As long as your filing status wouldn't be Married Filing Separately, you do not have to file a tax return if your only income is a 1099-C of $9162. The filing threshold for a Single person would be $10,350.
