I am trying to estimate total income for 2018 for health insurance purposes. Do I include dividends from a traditional roll over IRA account even though it is not taxed?

Earnings  INSIDE an IRA are NOT reported on any tax return so it is not income for any purpose.  And IRA is like Vegas ... what happens there stays there.
