I am retired; receive retire pay from Office of Personnel Management. Why I am being asked what did I do with the money from OPM? Moved to another acct or cashed out??

TurboTax is asking the question "What did you do with the money?" to determine whether the distribution was rolled over into another retirement account. 

If you did not move the money to another retirement account, but used it for something else (like living expenses or a 'round-the-world cruise) mark the button I did something else with it... and then click Continue.
