I am retired and get 1099-R. am i considered self employed?

No. The pension/retirement payment is not self-employment income.

Last year 2017 i did like self employed. what can be done?

No, you are not self-employed.

The form 1099-R reports distributions from your retirement plan. It is taxable, but it is not earned income.
