I am a teacher and my retirement plan in STRS is that the same as IRA and is that where I list my contributions?

No that is not the same as an IRA.  Do not enter it under Deductions & Credits .  You only enter it from the W2, nowhere else.  It comes out of your pay pre-tax and has already been deducted from your wages in box 1 and you can't deduct it again.
