I am a State of Rhode Island employee and contribute to a 414H pension plan why can't I deduct it?

My 414H is mandatory why can't 
I claim it?

The IRS does not allow the deduction because they reason you have already received a the tax benefit from these payments made by your employer being excluded from your wages.
