Probably not.
The instructions in Publication 575 say,
"If you are an eligible retired public safety officer (law enforcementofficer, firefighter, chaplain, or member of a rescuesquad or ambulance crew), you can elect to excludefrom income distributions made from your eligible retirementplan that are used to pay the premiums for accidentor health insurance or long-term care insurance."
Civil service military technicians do not appear to be PSOs.
