HOW TO MAKE SURE IN TURBO TAX THAT MY NY CITY PENSION IS NOT TAXED BY NY STATE?

When you are entering your 1099-R into the Federal section in TurboTax, towards the end it will ask you to Select Your State, and then ask for the source of the New York pension. 

This information can also be reviewed in the New York state section under Changes to Federal Income, Wage and Retirement Adjustments.
