HOW DO I MAKE THE OREGON PROGRAM RECOGNIZE MY FEDERAL RETIREMENT ENTERED INTO THE FEDERALL PROGRAM

You must indicate that it is Oregon federal retirement income with the 1099-R entry.  Go back to Federal > Wages & Income and edit the 1099-R, continue until you see the screen that reads "Where Is This Distribution From?" (see below).  You can indicate that it is federal income and TurboTax will apply the exemption on the state return.
