How do I go about claiming my cares act 401k withdrawal this year? I received the 1099R last year but this year my financial institution says I’m not receiving a form.

I used taxact last year and they automatically added it to my taxes this year, but I would prefer to use turbo tax but I can’t find where to claim it

Since the withdrawal occurred in 2020 you should have entered the Form 1099-R you received in 2021 on your 2020 tax return.  If there was no withdrawal in 2021 from the account then you will not receive a Form 1099-R for tax year 2021 so there is nothing to enter concerning the 2020 withdrawal on the 2021 tax return.
