Why do you think it shouldn't be taxable?

I live in PA, where retirement income is not taxable.  We pay State tax on the amount that is contributed to an IRA, 401k, or 403b, but the distributions from those retirement accounts are not subject to State income tax.  Of course, they are subject to Federal income tax.

An RMD is taxable income if it is from a Traditional IRA or an employer 401K Plan.
