How do I file a 1099-K from PayPal for my state taxes ONLY? On phone w/ TurboTax, was told I needed to upgrade to something for $19.99 but PLUS doesn't include 1099-K.

You cannot enter a 1099K in the free version (see below for what you can do in the free version) you would need to upgrade to enter the 1099K.  

You cannot file a state only.  You must file a federal to file a state.

 If your total income is below $34,000 then you may want to use the Turbotax FREEDOM edition (different than TurboTax Free Edition).  This is free based on income and includes all forms available through TurboTax https://turbotax.intuit.com/taxfreedom/
