How do I annotate that income for 2024 was an anomaly. I pulled money out of my TSP for home repairs. Now expecting me to make qrtly paymt to state based on this year.

2025 will be my normal income so should not be any underpayment to State like 2024.

You can ignore those and shred them.  They are optional to pay.  They don't get sent with your return and the IRS or state won't be expecting them.

Estimated tax payments are not mandatory.

 

If you do not expect a one-off income in 2025 like you had in 2024 and you think that withholding taxes for your other income are sufficient, then you do not need to pay estimated taxes.
