No. You can't file a 2018 SSA-1099 with your 2019 return. You'd have to file an amended 2018 return.

How do I amend my SSA 1099 from 2018
See this TurboTax support FAQ for amending a 2018 tax return originally completed and filed using TurboTax - https://ttlc.intuit.com/community/amending/help/how-do-i-amend-a-return-in-turbotax/01/27579
@Damahan40 See your other post here,
if you did not file a 2018 return you do not Amend. You just file an original 2018 return.
Did you file a 2018 tax return? Or was the Social Security your only income for 2018? If Social Security was your ONLY income for 2018 then you do not need to do anything with that SSA1099 because you did not need to file a 2018 tax return. But if you did have other income for 2018 and did not include the SSA1099, then you need to amend your already filed 2018 return. Use the link to amend a return already provided to you in this thread if you need to amend.
Where to enter a SSA1099:
Go to Federal> Wages & Income>>Retirement Plans and Social Security (SSA1099 and 1099RRB) to enter your SSA1099.
