Glitch in 1099 r. keeps saying box 14 is higher the box 1,2a. it isn't 26,400 in line 1 and 1,320 in box 14

If your Form 1099-R does not have an amount in box 16 for a state distribution, but there is an amount in box 14 for state tax withheld, then the review message thinks there should be something in box 16.

Entering the box 1 amount into box 16 should clear the review message.  

That is correct. I figured that out shortly after posting the message by searching Google and the irs.gov site. Put in the amount in box one in box 16. Both my returns are already accepted.  BTW there was no box 16 in my 1099r so whomever fills these out so get their act together!
