Form SSA- 1099 Social Security Benefit Statement is from U S. repaid $1,300 for overpayment from my deceased husband's widow benefits. Are these funds taxable or not?

Sorry for your loss.

If you received an SSA-1099 showing Benefits Repaid, enter it in TurboTax as shown.

The amount you repaid may be a Miscellaneous Itemized Deduction for you.

If you received an SSA-1099 showing the income, which you need to repay (or in the process of), enter it as shown.

It may be taxable, depending on how much other income you have.

There is a Social Security Benefits Worksheet in your return where you can review the calculation.
