Form 5329-T Error:Waiver of tax should not exceed the minimum required distribution shortfall.

I am receiving the above error even though I am entering the amount the program has calculated as the required distribution shortfall.  To be specific so someone might provide a clearer answer:

$17,967 was the RMD for 2022

$13,500 was actually taken out leaving a shortfall of $4,467 which the program clearly indicates on the waiver request page.

I have entered this amount in the "RMD Amount for Extra Tax to Be Waived" box - no error appears near the box.  If I increase it by just $1 to $4468, an error pop up appears while in that box with the text "Waiver of tax should not exceed the minimum required distribution shortfall."  If it reduce it back down to $4467, that error box does not pop up, so I'm pretty sure that is the correct amount.

However, when I run the Federal Review, it flags this entry with the same error text of "Waiver of tax should not exceed the minimum required distribution shortfall." and the amount in the box is $4467.

This sure feels like a bug in the review process - anyone have any insight?

There are two Forms 5329 in TurboTax, one for Taxpayer and one for Spouse.  Are you looking at the right one?

You might try deleting any Forms 5329 and revisiting the entry of the shortfall.
