To file a technically correct and complete tax return you should file an amended return showing the Form 1099-R distribution and rollover.
If the distribution code shown on the 1099-R is a “G” or “H” then you are probably less likely to get any correspondence from the IRS for not reporting the rollover distribution on your tax return in the event that you decide not to amend your return.
If the distribution code is anything other than a “G” or “H”, then it is not reporting a direct rollover from one institution to another and you do need to file an amended return in order to report the rollover.

Does the 1099-R Box 2a actually have a zero in it, or is it empty?

What happens if I do not fill out a 1040x? Even if I owe 0.00 in section 2a on the 1099-R, will I then just need to fill out the form at a later date? Is there a penalty? I ask because to add this form to my completed turbotax will reduce my return rate by $115, that is quite a lot of money to pay simply to tell them "I owe you nothing in a form" Thanks in advance.
