For RSU sales documented on form 1099-B, why won't TurboTax allow me to specify 0 shares withheld? Is this an application bug?

I specified 0.0001 shares withheld for taxes and now it is asking me about these shares.  However, none were withheld.  I am seeking to pay my taxes now.
