For my Fidelity IRA, no 1099-DIV is available, just a 1099-R. What do I do about my $24 in dividends?

Dividends, capital gains and other earnings inside an IRA are not taxed when earned.  No tax is due on an IRA until the account owner takes a distribution from the account.  You don't need to report the dividends now.
