For 1099R military retirement there's no block 3 but TurboTax says "included in block 2a." Does it mean enter same amount or leave blank.

Block 3 is for capital gains.

Leave Block 3 blank.

IF you had any capital gains (not applicable to military retirements), they would have been included in Block 2a and treated differently for tax purposes.
