Due to police pension, have 0 social security taxes withheld on paycheck. How do we avoid being penalized at filing time when it appears we owe a bunch of SS taxes?

At filing time we always owe thousands, I believe because the W2 shows we haven't paid any SS tax for the year. How can I show that we don't owe that?

The IRS is not going to penalize you for not paying in to Social Security.   There are others who do not pay in to SS, either, such as lots of teachers, etc. who pay in to Teachers Retirement instead.  Just enter your W-2 as it appears.

If you owe thousands it is for some other reason.  Perhaps you are not having enough federal tax withheld from your paychecks.
