Does the SSS Pension from the Philippines needs to be declared as an unearned income here in the United States?

I just read somewhere that there is a Tax Treaty between USA and Philippines exempting Philippine government pensioners residing in the USA for imposing tax on said pension.  Please correct me if I am wrong.

There is a tax treaty between the Philippines and the US. This tax treaty prevents you from being double taxed in both countries for the same income. However you are required to report all your worldwide income on your US tax return. If you paid income tax in the Philippines on your pension, you can claim the income tax paid as a foreign tax credit on your US return
