Does a 401k loan from my employer count as a withdrawal from my retirement plan?

No.  A loan from a 401(k) is not a withdrawal from the account and you will not receive a Form 1099-R for the loan.  It is not reported on a tax return as long as you do not default on the loan or leave your employment without paying off the loan.
