Do we need to report my husband's newly created DBA that he set up at the end of 2017? It hasn't generated any income yet.

No, if there has been no activity.  Having said that, keep in mind that you may have had state registrations, etc. that had a few start-up costs.  These costs (up to $5,000) may be reported (as a loss) on Schedule C for 2017 if you do anticipate that the DBA will be earning income beginning in 2018.  Also, if the DBA is also registered as an LLC, the state may have other reporting requirements.  Still, if there was no business activity, you would not need to report the DBA on a Schedule C for 2017.
