Do I need to report retirement plan distributions from last year on this years taxes when I already reported them on last years taxes?

No, if the distribution was for 2016, it  should not be reported on your 2017  taxes.

Only the year you took them.  Did you get a 1099R for 2017?  Did you already report it on your 2016 return?  Maybe it’s for something else.
