Do I need to file a 1099-INT if all of the boxes are listed as zero?

All interest income is labeled as zero

No, you do not file a Form 1099-INT if there are only 0's on the form.

Who is it from?  Why did you get a 1099 INT for zero?  What's on it?

It is a 1099 from robinhood. and it is a list of my trading for the year, however since i did very little it has all zeros in the income tax section. As well as all the others

If the 1099-INT has all zero's you do not have to include it in your tax return.  However, you said that you did "Very Little" this year.  That indicates that you did something.  If you did anything other than purchase assets, there may be a taxable event.
