Do I need to complete the 8606-t form if I am rolling over my ira from one vendor to a new company I’m working with?

You do not need to fill out a 8606 Form. 

This IRS form relates to reporting non-deductible contributions made to an IRA.  Since your TIAA is an

employer-sponsored plan, this does not apply to you.
