Do I include money from the county that I receive through AB 12 since I am a foster youth in California. Is this considered social security?

I am a foster youth in California and I receive a monthly stipend through AB 12 that is not considered income. I have put some of this money into investment vehicles such as stocks in the past. Should I note these funds as Social Security?

The monthly stipends) you receive through a foster care program are not Social Security.

 

These would be considered "welfare payments" and welfare benefits are not taxable.
