Do I have to file taxes if my income is primarily social security and a small pension less than 4,000.00?

My social security is less than 25,500 before insurances are deducted and I have a small pension of about 3700.00.  I am head of a household and have other cost subtracted from this income, eg. tithes and  medical expenses.
