Do I have to file on interest income from an IRA account?

I didn't receive a 1099 for my IRA do I still have to file taxes on the interest that accrued in 2016?

Interest on an IRA (traditional OR Roth) isn't taxable until you start withdrawing it.

When you DO start withdrawing it, you'll get a Form 1099-R (depending on the type that you have) that will include all the money that's taxable.
